Recent Nepal:

Suspicious death has school tense

Tension gripped the Kirtipur-based Pushpa Sadan Boarding School today after one of its students was found dead in suspicious circumstances.

Police identified the dead as Manu Aryal (15) of Farping5 and informed that her body was recovered from a hostel room at around 2:45 pm yesterday.

Relatives have that ‘sheer negligence of the school administration’ caused the incident and demanded that police take action against the guilty.

Inspector Madhusudan Silwal, in-charge of the Metropolitan Police Sector, Kirtipur, informed that Aryal had been coping with stress ever since schoolteachers found her cheating in the Optional Math exam held on Thursday.

“The school also cancelled her exam and this could have mentally affected her,
prompting her to commit suicide. The case is under investigation,” he informed.

According to school officials, all students and hostel wardens had gone out of the hostel to take a bath that day except Aryal, who stayed on, saying she was not feeling well. “On their return, the students and wardens found Aryal’s body hanging from a rope tied to a two-storey cot.

Schoolteachers cut the rope and rushed her to Model Hospital, where doctors pronounced her dead,” Silwal said.

Metropolitan Police Crime Division and Metropolitan Police Circle, Kalimati, have launched a joint investigation into the incident. Investigating officials have been grilling hostel wardens, according to DSP Bhim Prasad Dhakal. The girl’s body has been referred to the Maharajgunjbased TU Teaching Hospital for post-mortem.

Oldest casino of Asia could close

KATHMANDU: The Ministry of Tourism and Civil Aviation could scrap the licence of Nepal Recreation Centre (NRC) — the oldest casino operator of Nepal — for failing to clear its dues, said a ministry source.

“There is slim chance that NRC will pay its dues by Sunday since Saturday, the deadline, is a holiday,” under secretary at the ministry Keshab Prasad Bimali said.

A staff at the centre said chances that royalty dues would be paid were almost nil. “Only a miracle can save NRC on Sunday,” he added.

On June 16, the Tourism Ministry decided to close down all NRC operated casinos, if it failed to clear its dues by June 25. The ministry had served notice on June 18 asking it to clear revenue dues or face closure of all casinos under it. A letter was also dispatched on June 19.

Currently, NRC operates four casinos — Casino Nepal at Hotel Soaltee, Casino Anna at Hotel Annapurna, Casino Tara at Hotel Hyatt Regency and Casino Everest at Hotel Everest. Casino Nepal is the oldest casino in Asia. It started operation in 1968.

The government has decided to close all the casinos since they are operating under the same company. Though Casino Tara and Casino Everest have cleared their dues, they will also be closed down, if the centre fails to clear the dues of casinos under it, the ministry source said.

Casino Nepal and Casino Anna still have to pay Rs 130 million and Rs 110 million respectively in royalty, according to the Department of Revenue Investigation (DRI).

NRC said it has already handed over operating licence of Casino Anna to Shivam Entex and Casino Tara to a company owned by Naila Bista.

“The ministry’s decision will not change simply because the operation licence has changed hands,” a ministry source said, adding that operating licence of all casinos under NRC would be scrapped, since notice has been issued on scrapping the licence of all four casinos.

The action against casinos gathered momentum after the Public Accounts Committee grilled government officials and directed them to collect revenue dues at any cost or close them down. In December 2010, PAC had directed

the government to scrap the licences of casinos failing to clear their dues within 35 days.

In May, DRI had started the process of collecting NRC royalty dues by auctioning its assets.

“The department will collect royalty from the centre through auction of three ropani land and a house at Kalimati which is in the Centre’s name,” Director General of the Department Shanta Bahadur Shrestha said.

9th Higher Education and Career Fair begins

KATHMANDU, June 23: After completing a certain level of education, be it SLC or Plus Two, students face the dilemma of choosing the right place to pursue their further studies.

With so many colleges burgeoning and plenty of options, although not easy to decide, it is indispensable to make that correct choice.Addressing such issues, the emerging trends of holding academic fairs in the country has turned out to cater to the needs of fresh graduates.

Similarly, the 9th Higher Education and Career Fair 2011 has been organized to provide information about emerging career options in various fields, and the courses and institutes offering such.

With the initiative of Direction Nepal, an event management company, the fair kicks off from June 23 to 26 in the Exhibition Hall of Bhrikuti Mandap in Kathmandu.

Direction Nepal has been organizing fairs with the same theme from 2002. According to Pashupati Khatri, Director of Direction Nepal, many students are opting to go abroad while some choose to stay back.
Mostly, students here tend to look for colleges that are liberal and which offer extra facilities.

“What they neglect is to see if those colleges provide quality education, if they have good professors, and how the classes are conducted,” said Khatri.

He further said that over the years we have seen the growth of quality colleges in the country but students are mostly oblivious to that. Moreover, it is also essential to get prior and correct information about the courses that prospective students would like to take.

So the exhibition intends to make future students aware of the same.

He informed that besides basic counseling about what subject to study, where to study and what to expect from colleges, which will be given by the representatives from different colleges, the educational consultancies at the fair will provide thorough details about the procedures of going abroad to places like Australia and Canada, among others.

He added that while going abroad, it is also important to know about the accommodation facilities, weather conditions, food habits, and costs of living in the area in which he or she intends to study.

“There are also subjects which the colleges of Nepal don’t offer. So we’re bringing in colleges from India that offer what we lack here,” he added.

Mayank Pakuryal, 17, a fresh SLC graduate, is of the opinion that for those students who don’t have guardians to guide them or can give proper counseling regarding studies, educational fairs are of great help.

“Students are in a confused state of mind, and so such students have to attend such fairs to figure out where and what to study,” he added.

Another student, Kritika Shrestha, 19, who just completed her Plus Two studies, has attended such fairs in the past. She thinks that education fairs facilitate students to choose a college or university according to their affordability and interests.

“We not only get to learn about national universities, colleges, and counseling on abroad study but also get psychological counseling all in one location. Such fairs should be frequently held to help those who are facing educational predicaments,” she added.

Suman Maharjan, events coordinator of Direction Nepal, said that it is one of the largest fairs happening in the country, and is targeted to the recently SLC graduates, Plus Two graduates and undergraduate students.

At the said Fair, there will be 123 stalls put up by 80 organizations, including colleges, universities and educational consultancies.

Maharjan further said that through the fair, besides the grand promotion of the participating institutions, students will also get the alternatives to choose an ideal college.

“Students will get to interact and communicate with the concerned people of different institutions at the same platform.

It’ll save time and help the students avoid the hassles of going around looking for colleges,” he opined.

The facility of on-the-spot admission and scholarship opportunities will also be provided at the fair. Besides the main educational stalls, there will be food stalls and game shows at the event.

Unilever will be placing a stall called Confidence Zone where students will get to play games and win gift hampers. Broadlink is also making the whole area a wifi zone during the exhibition.

The daily exhibition timing is from 11 am to 6 pm, and the entrance fee is Rs 25 each.

Govt marks Census Day with public holiday

KATHMANDU: The government has decided to declare a public holiday nationwide on Wednesday to mark National Census Day.

Issuing a notice on Tuesday, the Ministry of Home Affairs said that it has announced a public holiday tomorrow for the celebration of the ongoing population census 2011.

Central Bureau of Statistics, secretariat of the National Planning Commission, is conducting the ongoing 11th census.

The census began in 1911 at ten year intervals in the nation.

Maoists to find unity in diversity

KATHMANDU: An informal meeting of five top leaders of the Unified CPN-Maoist today decided to put an end to ongoing struggle in the party and iron out political differences through general convention.

According to Vice-chairman Narayan Kaji Shrestha, the meeting has also decided to call a central committee meeting on June 24. Earlier, the CC meeting was scheduled for June 22. A standing committee meeting, which has been stalled, will be held on June 23, and it will decide the agendas for the CC meeting.

“All the top five leaders have realised that there was no alternative to maintaining the party unity intact by resolving the intra-party rift. They have agreed to end all the unhealthy, irrational, undisciplined and factional activities,” said Shrestha. The leaders have also agreed to come up with ‘some sort of rules’ to discourage such activities in future.

Shrestha added that the leaders have also reached an understanding to ensure freedom to party leaders so that they can discuss ideological and political issues at different forums. The issues will later be resolved in the general convention, he said.

However, the party is yet to finalise the date for the general convention, which has not been held for almost two decades. Besides, today’s meeting has decided to reshuffle party committees, including the central committee, politburo and standing committee, so as to provide appropriate responsibilities to all the leaders.

Chairman Pushpa Kamal Dahal, Vice-chairmen Mohan Baidhya, Baburam Bhattarai and Narayan Kaji Shrestha and General Secretary Ram Bahadur Thapa were present at the meeting.

Meanwhile, Maoist leader Post Bahadur Bogati said all the issues will be sorted out during the CC meeting.

Govt recalls envoy Rana from India

KATHMANDU: The government today recalled Nepal’s Ambassador to India Rukma Shumsher Rana saying he was ‘unwilling to cooperate’ with the current coalition government.

Two days ago the government had asked Rana to tender his resignation.

Foreign Secretary Madan Kumar Bhattarai has sent a letter to Rana asking him to return at the earliest, according to an official at the Ministry of Foreign Affairs.

With the ‘return at the earliest’ note sent to Rana, major government partners in the UML-Maoist coalition government have begun exercise to get a candidate of their choice to replace him.

Ambassador to New Delhi is considered the most crucial diplomatic posting.

Rana was appointed ambassador to India by the then Nepali Congress-UML coalition government in October 2009.

Ambassador Rana told this daily over phone that he would respond to the government in a day or two. “I have not read the letter yet. I will decide after going through the letter whether it has asked me to resign or return,” he said. Though the government decision to call back Rana came today, the political circle was abuzz with talk that Rana would be asked to come back any time soon.

Deputy Prime Minister and Minister for Foreign Affairs Upendra Yadav today publicly accused Rana of ‘violating government directives’. “He did not come to Kathmandu during Indian Minister for External Affairs SM Krishna’s Nepal visit in January,” said Yadav. “MoFA had asked him to resign to make way for his graceful exit; but he argued that he needed to hear it from the Nepali Congress.”

Yadav, however, said no decision had been taken as to who will succeed Rana, and added that both UML and the Maoists were vying to name their candidate. “We will take a decision to this effect after holding discussions with coalition partners,” said Yadav.

Sources said Yadav, who represents Madhesi Janaadhikar Forum-Nepal in the government, wants to send Foreign Secretary Bhattarai to New Delhi as the new envoy.

SLC result sees 9 percent fewer passes !

KATHMANDU: The pass percentage in the School Leaving Certificate (SLC) examination has nosedived again, by nine percentage points, this year.

Out of the total of 397,759 students who appeared in the SLC examination conducted in the academic year 2067 B.S. (March 2011), only 220,766 students got through this most vital exam of their school life.

The pass percentage in this year´s SLC exams stands at 55.50 percent -- nine percentage points lower than in the previous year (2066 B.S.), when 64.31 percent of students passed through the ´iron gate´.

Last year´s pass percentage, which was four percentage points lower than in the year immediately before (2065 B.S.), had raised eyebrows among education policymakers. The dismay that policymakers felt was largely due to the euphoria of constant increase in SLC pass percentages in the last few years, especially since the academic session of 2061 B.S.

This year´s further decline in the SLC pass percentage has baffled government officials also. Education Secretary Shankar Prasad Pandey, who briefed journalists about the SLC results published by the Office of the Controller of Examinations (OCE) on Sunday, appeared puzzled as to why the pass percentage dropped drastically this year.

“The drop in SLC pass percentages may be due to the more disciplined and stricter conduct of exams,” Pandey said, responding to journalist´s queries. “This question can be dealt with better by education experts.”

The percentage has dropped in spite of the OCE board´s decision to continue the tradition of grace marks. According to Surya Prasad Gautam, controller of examinations, the OCE board has given a maximum of 5 grace marks to students who failed two subjects.

According to Gautam, altogether 17,740 students have benefited from the OCE board´s decision on grace marks this academic sesssion. This means that only 51.04 percent of students would have passed the SLC exams had there been no grace marks.

Simply put, barely only one in two students has succeeded in this year´s SLC examination. This is the worst SLC pass percentage since the academic session of 2062 B.S. That academic year, only 46.52 percent students made it through the iron gate. The percentage had risen constantly since 2062 B.S. until last year.

The pass percentage under the exempted category is even more shocking. Of the total 56,263 exempted students, only 17.30 percent succeeded, with none of them obtaining distinction marks. Last year, almost 30 percent of exempted students had passed.

In what seems the only satisfactory point about this year´s SLC results, the number of students obtaining distinction marks has gone up to 20,111. Last year, only 16,859 students had achieved distinction.

Reflection of politics

Education expert Dr Bidya Nath Koirala, who firmly believes that the rise and fall in the SLC pass percentage does not truly reflect the progress made by the country in education, says this year´s sharp fall is mainly due to stricter examinations.

“The more stable the country´s politics, the stricter the exams become,” says Dr Koirala. “You will find this if you look meticulously at the trend of SLC results in the last few years. Ever since the country witnessed political uprisings, the SLC pass percentage has gone up, thanks to less strict exams. In the last two years, there were not many big political agitations, and this led to stricter exams and hence the decline.”

As Dr Koirala put it, the shockingly low pass percentage, that too despite grace marks, has once again raised the debate over the quality of education. “This shows the utter inefficiency of our education system,” Dr Koirala said. “All of us, who are part of this system, have failed.”

SLC results likely to be published today !

Bhaktapur, June 20: The Office of the Controller of the Examinations (OCE), Sanothimi, is preparing to publish the results of the School Leaving Certificate (SCL) exams for the academic session 2067 on Monday.

According to a source, OCE is planning to publish the SLC results late Monday afternoon. “Preparation is underway, but we can only confirm it after 2 p.m.,” Assistant Exam Controller Ambika Regmi said.

A total of 496,243 students –– 229,791 boys and 206,620 girls –– had appeared for the exams conducted in March this year in 1,672 examination centers throughout the country.

Meanwhile, LiveCell, a mobile service system, said that they have opened registration for students to use SMS service to get the SLC results.

According to LiveCell, any student can send an SMS to 5225 stating their symbol number for registration and they will be notified their results as soon as it becomes available.

For registration, type SLC<space>SymbolNumber and send SMS to 5225. The service costs Rs. 5 per sms and applicable government taxes.

Foreign threat looms: Bhattarai

KATHMANDU: Vice-chairman of the Unified CPN-Maoist, Baburam Bhattarai, today warned that Nepal would become a playground for international power centres within a decade if the parties failed to build a consensus on international relations.

Predicting that the northern neighbour – People’s Republic of China – would emerge as the super power surpassing the US in the next 50 years, Bhattarai said that the American concern would certainly increase in Nepal, as India will also become economically strong.

“We should adopt a balanced foreign policy and must not use one country against the other. We should play the role of a bridge in the relationship between China and India or else our national interest would be at stake,” said Bhattarai, addressing an interaction organised by Jhilko Publication.

He said the parties should go for amending unequal treaties and agreements and safeguard the national interest.

“We cannot be independent unless we correct flawed treaties, including the Sugauli Treaty. For that, we must forge an understanding with all the parties. This must not be the agenda of a single party,” he said. Bhattarai, who is leading a comparatively liberal faction among the three different factions in his party, stressed that the parties should build consensus on the country’s foreign policy.

Referring to the hardliner faction in his party, Bhattarai said the issue of ‘nationality’ must not be the property of a particular faction.

“Nationality is the same for all the citizens. Talking about ‘rooms’ will be irrelevant if the ‘house’ ceases to exist,” he said.

At a time when other factions in the party have been accusing Bhattarai of tilting towards the southern neighbour in terms of ideologies, Bhattarai defended his stance. “It’s not good to accuse the leaders of the same party for having different views as ‘agent’,” he said.

Brazilian embassy opening in Nepal

Brazil will be opening its embassy in Kathmandu in the near future, Brazilian ambassador to Nepal Marco Antonio Diniz Brandao said today.

Branado said this during his meeting with Prime Minister Jhala Nath Khanal. The New Delhi-based Brazilian envoy, who looks after Nepal as well, paid a farewell call on the PM at the latter’s official residence in Baluwatar.

Nepal established its embassy in Brazil in 2009, its first diplomatic mission in Latin America.

“I am happy to mention that Nepal established its embassy in Brazil two years back,” Brandao told Khanal, “We will reciprocate by opening residential embassy in Kathmandu very soon.”

The Brazilian envoy informed Khanal that his country was searching for a suitable location and building to establish its missions here.

Nepal and Brazil have prepared an Agreement on Technical Cooperation to be signed in the next few months. Branado said, “These activities will help promote our relations to a further height.”

Brazil would like to cooperate in the field of agriculture and the power sector in Nepal and Brandao said he would arrange Brazilian investors to make feasibility study in this regard, a press statement mentioned.

Bhattarai claims he was not stupid to hang his photo as Nepal PM

The Unified Maoists’ Party ideologue Babu Ram Bhattarai may have verbally ‘disassociated’ himself from the marathon race to grab the seat of Prime Minister but his party chums are working days and nights to elevate their ‘dear leader’ in the country’s top executive post.

Unnecessarily I am being dragged in the race to grab the Prime Ministerial seat, let me tell you frankly that I am not at all interested to be a part of the ‘race of stupid’, said Bhattarai with a cunning smile.

“Since the period of Rana oligarchy there is the practice of hanging photographs of the prime ministers in the secretariat, I do not want to mix myself in the list of stupid”, he said.

The Communist veteran thus takes all those as idiots who were in the Prime Ministerial race.

But what if he himself gets elevated to the same post?

Bhattarai opined much in the line similar to Nepali Congress, “ahead of fiscal budget and programs of the government made public a new unity government should be formed”.

Strikingly similar statement.

“We will be repeating our past blunders if we fail to form a consensus government”.

Bhattarai also criticized Prime Minister Khanal for continuing to occupy the seat even after committing himself to resign. Khanal has lost his morale to remain seated in the Prime Ministerial chair.
